Patron Registration Library Setting for calendar widget doesn't work

Bug Description
When the Library Setting "Show calendar widget for dob field on patron registration" is set to false, the calendar widget still appears. (It also appears when this option is set to true, false or is unset.)
Tested on 3.10.3 and 3.11.1 (Equinox Community Server) On 3.11, the calendar widget appears on the current and experimental versions of the Patron Registration screen.
