[Summary]
intel_ish_ipc enable ose_gpe failed after suspend/resume over 255 times

[Steps to reproduce]
1. Boot into OS
2. Install checkbox
$ snap install checkbox22 --channel=beta
$ snap install checkbox-iiotg-classic --channel=latest/edge
3. Run suspend stress test
$ sudo checkbox-iiotg-classic.checkbox-cli
4. Select the Suspend (S3) stress test and run the tests
5. run the test over 255 times.

[Expected result]
ish should enable pci pme as required.

[Actual result]
cannot enable pci pme because the reference count overflow.
