If I had to guess, I'd say that it looks like someone has translated the application, and afterwards the translation file has been handled by someone whose tools have taken out all non-ASCII characters. Also:
$ file po/fi.po
po/fi.po: ASCII English text
The characters also missing from the actual po file, not just from the UI, so it seems to be a mistake in the translation itself, not an inability of the application to handle such characters in the UI.
Confirmed, the translation in Ubuntu currently is severely broken. Attaching a fixed translation from upstream.
