Bug Description

Each time when I start Xsane it's say, Can't find scanner, scanner is busy. When
I unplug the usb cable from the scanner and put it back, then everything works
good till I reboot. Then I have the same problem again. In Hoary it's always
working good.The scanner is a AGFA-Gevaert NV SnapScan Touch.

I confirm this still happens on Quantal.

$ scanimage -L
device `niash:libusb:002:005' is a Hewlett-Packard ScanJet 3400C flatbed scanner
$ scanimage > /dev/null
scanimage: open of device niash:libusb:002:005 failed: Device busy
$ ls -l /dev/bus/usb/002/005
crw-rw-r--+ 1 root root 189, 132 Dec 8 16:06 /dev/bus/usb/002/005

Unplug and replug the usb cable -> scanner works fine in xsane.
