Add Noble as a known Ubuntu distribution

Bug Description

Lintian in stable releases of Ubuntu don't know about Noble, and they should.

[Test Case]
1) Obtain or create a source.changes file with Noble in it
2) Run 'lintian $package_source.changes'

With the current version of lintian you'll receive the following error:

E: $package changes: bad-distribution-in-changes-file noble

With the new version of Lintian you'll receive no such error.

I verified that lintian from mantic-proposed (2.116.3ubuntu3.1) passed the test case as defined.

I verified that lintian from jammy-proposed (2.114.0ubuntu1.3) passed the test case as defined.

I verified that lintian from focal-proposed (2.62.0ubuntu2.3) passed the test case as defined.

Note that the package in lunar also had to add mantic to the list, and this wasn't mentioned in d/changelog (won't block on it now that it has been in proposed and verified already, though):

The lunar arm64 dep8 test failed, due to a timeout looks like. I retriggered it.

apt-daemon also has a dep8 failure with the new lintian on s390x. I see a migration-reference/0 run also failed, but later it was done again, and passed that time. So now I retried the test itself.

Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report.
