This was likely caused by:
* Unofficial software packages not provided by Ubuntu
Please use the tool 'ppa-purge' from the ppa-purge
package to remove software from a Launchpad PPA and
try the upgrade again.

If none of this applies, then please report this bug using the
command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If
you want to investigate this yourself the log files in
'/var/log/dist-upgrade' will contain details about the upgrade.
Specifically, look at 'main.log' and 'apt.log'.

I'm also experiencing this, albeit with a different list of packages:

less +G /var/log/dist-upgrade/20231110-1002/apt.log > ~/Downloads/release-upgrade-apt-broken.log

I've also went through and manually removed all the PPAs from ppa.launchpadcontent.net prior.

I could update my other machine few days ago, but today fails. I don't have any PPA active. Log says theres problem with packages ubuntu-desktop and gdm3, as previous reporter had also in apt.log.

FWIW, I was able to perform the upgrade today. Most likely scenario is that
something changed with the release files and dependency definitions, but I
did play with the following:

1. Marked some packages "auto" with apt-mark which were logged in the
apt.log and I did not recognize or believe needed to be explicitly
installed.
2. I had a configuration to allow explicitly defined packages for
lunar-proposed take priority. I commented the contents of this file out.

I tried both of the above multiple times yesterday, but maybe one of the
changes needed a restart to take effect.

I disabled everything I could find other than the normal software channels. I do have a couple things like scrcpy and Wine, but nothing weird—and in any case, I'd assume an upgrade would just break apps that don't meet the dependencies of the new release rather than breaking the release to favor the apps.

Bug has been fixed for me since following last available packages for upgrade:

Upgrade: openssh-client:amd64 (1:9.0p1-1ubuntu8.5, 1:9.0p1-1ubuntu8.6), libssh-4:amd64 (0.10.4-2ubuntu0.1, 0.10.4-2ubuntu0.2)

then do-release-upgrade command did work just fine.
