RM: Please remove the snapcraft deb before 24.04 freeze

Hmm, re-reading, I see my earlier comment is ambiguous. Ogra has said that the deb is not supported. It is my opinion that we should remove a deb that is both (a) unsupported and (b) completely breaks apt when it is installed. Ogra didn't say that.
