Welcome To Ubuntu application not in specified language after installing offline.

Bug Description

I installed in swedish with no internet connection, and after the install completed and rebooted, everything was in swedish except the Welcome To Ubuntu application. This is not the case with an installation with internet access.

I think this also relates to another issue I've seen, which is when you install offline in non-english. Things that should be in your desired language (terminal info, directories on desktop - for instance in swedish the folder on the desktop should say "Hem" but it says "Home" when installed offline).

Thank you for your bug report. Do you have the journalctl log from the first system start? It's a bit weird, the wizard is part of the user session and the translations are coming from the standard langpacks, unsure how we could end up with having translations not working only for that one.

Do you reproduce the issue still on the same system if you start
$ /usr/libexec/gnome-initial-setup --existing-user
?

could you give the output on your system of

$ env | grep LANG

$ locale

?

also I guess language-pack-gnome-sv is installed?

This also applies to various things that are seemingly not translated on the desktop screen after offline install - like the "Home" icon and other things.

As well as the login screen not being translated, and other apps in the sidebar. firefox is in the correct language though.
