Bug Description

This is related to bug 2036997 except this is for Ubiquity ("legacy" installer) and the other bug is for the new Ubuntu Desktop Installer

What happened?
==============
If a Wifi password is provided during the install, the Wifi network is supposed to be preconfigured with that password after install. It's not working with Ubuntu 23.10.

Steps to reproduce
==================
Use the "legacy" Ubuntu Desktop installer to install Ubuntu 23.10 from a computer that has a wifi card
During the install, connect to a password-protected wifi network
After the install, the computer should be automatically connected to that network

Additional context
==================
20230920 Ubuntu Desktop Legacy Mantic ISO

Ubuntu Desktop 23.10 now uses Netplan as the NetworkManager backend.

Unlike with bug 2036997, there is no netplan config file referencing the wifi network.

this issue also impacts Lubuntu using calamares.

lubuntu mantic install using daily 20231005 to
- sony vaio ultrabook svp11216cgb (i5-9400u, 4gb, intel haswell-ULT)
testcase: full disk, encryption, EFI, internet, swap

reboot & on login, encryption & everything as expected for install
alas wifi password used during install did not survive to this installed system

Dan Simmons (kc2bez) also did a wifi install & had the same result (no key entered on reboot after install)

This seems fixed to be fixed in the 9th of October daily build. Tested an install on a Thinkpad T430 installed/running under UEFI.

This was tested today using Lubuntu's 20231010 RC of mantic

where I noted in my QA summary

reboot & .. login.. wifi password didn't need entry, I could select the network details I'd entered prior to install
