Bug Description

[Impact]

In order to follow our policy on keeping the container stack up-to-date in our supported releases, let's backport the docker-buildx and docker-compose-v2 in Mantic to Lunar, Jammy and Focal.

[Test Plan]

Per https://wiki.ubuntu.com/DockerUpdates, our test case is the autopkgtests.

[Where problems could occur]

As usual, we deliver most benefit to our users by delivering an upstream experience. A risk of regressions is part of that.

Moreover, the DEP-8 tests of both packages are passing locally. In the autopkgtest infrastructure, they are failing likely because of the proxy setup there (not accessing the docker registry - timeout), I am not going to upload a new version to fix it right now, but it should be fixed in the next upload.

Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report.
