upstream autopkgtests fail to build test images

Basically every upstream test fails with odd errors. Early in the tests, a common default.img is supposed to be built, but this fails:

But, the tests continue anyways, without a complete test image, hence the odd errors. Looking at the test script, I found that it it is failing trying to install /usr/share/

The Europe/Kiev symlink is now in tzdata-legacy, so we can just depend on that for these autopkgtests.
