Merge nut 2.2.1-2.1 from Debian unstable.
Ubuntu component: main
Debian component: main

Rationale: it fixes collectd FTBFS: https://launchpad.net/ubuntu/+source/collectd/4.3.0-1.

List of Ubuntu changes to keep:
   + debian/rules:
     - Move the configuration files to /etc/nut from examples.
   + debian/nut{,-cgi,-hal-drivers}.preinst
     - Add nut user to dialout group.
   + debian/control:
     - Updated Maintainer field as per spec.

Debian changelog (since 2.2.1-2ubuntu1):
nut (2.2.1-2.1) unstable; urgency=low

  * Non-maintainer upload.
  * Skip udev restart logic within chroots, closes: #469855.
