[FFe] budgie-desktop v10.8 into Mantic archive

This bug report is a Feature Freeze Exception request on behalf of the Ubuntu Budgie team for budgie-desktop v10.8 (updated from 10.7.2).

Upstream report this as a mixture of new some new features and incremental important bugfixes.

From a Ubuntu archive point of view this release is key to support the GNOME 45 transition. From this release Budgie will no longer support (build with) mutter versions from GNOME 45 and later. Budgie v10.8 introduces support (build) for magpie which is in the Ubuntu mantic archive.

From a Ubuntu Budgie point of view this release does not introduce any key new features.
 - The trash applet capability replaces the trash applet from lunar's budgie-extras (mantic budgie-extras trash applet is now a transition package)
 - Ubuntu Budgie default experience replaces status-notifier with the existing appindicators via a distro patch
 - Ubuntu Budgie default experience does not use the upstream budgie-menu

We currently have this staged in https://launchpad.net/~ubuntubudgie-dev/+archive/ubuntu/budgiedesktopffe if you wish to inspect the package.
