Apply 2023-07-20 + 2023-07-31 IGX PRs from NVIDIA

Pull in a number of patches that NVIDIA use internally on the IGX platform. These are intended to improve kernel support for Orin-based devices, especially the IGX platform.

This consists of 4 new patches from NVIDIA PRs received on 2023-07-20 and 2023-07-31.
