slurm-wlm-contrib has dependency on exact version of slurm-wlm

As shown below, binary packages built from slurm-wlm-contrib have dependencies on exact versions of slurm-wlm-basic-plugins (src:slurm-wlm).

Since we introduced a delta in slurm-wlm (to mark a test as flaky, see https://launchpad.net/bugs/2028073), we need to update the dependency versions.

Adding .debdiff to update the dependency on slurm-wlm from proposed.

It feels a bit wrong to introduce a delta in slurm-wlm-contrib - when the delta is slurm-wlm was only introduced to mark a test as flaky. Going forward, making the failing test more robust would be the way to go IMO - so we can go back to syncing in slurm-wlm and slurm-wlm-contrib.
