radeon ring issue & box unusuable

Bug Description

Ubuntu Desktop mantic install attempted to
- hp dc7700 (c2d-e6320, 8gb amd/ati rv610/radeon hd2400 pro/xt)

I've had issues before with some old cards... this is a RADEON issue with 6.3 kernel probably. I wonder if this box (video card anyway) is too old for Linux 6.3 & later? though Xubuntu install still works correct, as have recent Lubuntu/LXQt installs... something in GNOME gives issues.

Two install attempts... one had unusual behavior; NO TRY/install appeared, with the box eventually appearing at desktop... on starting the install option available at GUI, the screen went black & I lost control of box.

refer QA test log for details; but long waits & no details were obtained.. just black screen & inability to even use text terminal... I eventually concluded session was still running as I rebooted using SysRq REISUO

Second install to box was as expected.. post install checks & untouched xubuntu mantic good, ubuntu desktop however had the following

- PLYMOUTH appeared as TEXT without ubuntu logo (ie. Ubuntu 23.04 in text & dots)

i believe the install is perfect.. however machine is unusable.. I believe radeon issues... from text terminal all looks as it should.. but GUI will login initially & looks correct, then I quickly lose control...

multiple boots tried, on many I just lose control; black screen & nothing, black screen & cursor, or endless lines of radeon/ring-stalled & no other control.

System is not crashed, as I can still SysRQ REISUO to end session, but no other control appears to exist. Second install QA-test PASSED as install is good (checks, mostly done at terminal though)... hardware having issues with radeon driver being a non-install issue

radeon ring messages that kept scrolling I believe are
