Mark sbatch DEP-8 test as flaky

[Impact]

When running autopkgtest on slurm, the sbatch test sometimes fails due to a lack of compute resources. This will often appear when running on slower armhf systems. By marking this test as flaky, unnecessary migration issues can be prevented for other packages.

Run autopkgtest on slurm-wlm and note that sbatch is stated to be a flaky test

[Where problems could occur]

Marking this test as flaky may lead to the ignorance of other regressions in the future, which could lead to problems in reverse dependencies and slurm itself.

[Original Description]

When running autopkgtest on slurm, the sbatch test sometimes fails due to a lack of compute resources. This will often appear when running on slower armhf systems. In this case, the test will display the following:

sbatch: error: Batch job submission failed: Zero Bytes were transmitted or received

Since this is an autopkgtest fix only, I think it can be effective remaining in lunar-proposed?

Accepted slurm-wlm into lunar-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/slurm-wlm/22.05.8-3ubuntu0.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

This is good enough as is in proposed. I was able to get mysql working with it there. I can confirm the update works properly with https://autopkgtest.ubuntu.com/results/autopkgtest-lunar/lunar/armhf/s/slurm-wlm/20230720_153423_9c04f@/log.gz though

Ubuntu 23.04 (Lunar Lobster) has reached end of life, so this bug will not be fixed for that specific release.
