Bug Description
[Impact]
When running autopkgtest on slurm, the sbatch test sometimes fails due to a lack of compute resources. This will often appear when running on slower armhf systems. By marking this test as flaky, unnecessary migration issues can be prevented for other packages.

Run autopkgtest on slurm-wlm and note that sbatch is stated to be a flaky test

When running autopkgtest on slurm, the sbatch test sometimes fails due to a lack of compute resources. This will often appear when running on slower armhf systems. In this case, the test will display the following:
sbatch: error: Batch job submission failed: Zero Bytes were transmitted or received
