Enforce PO name length for EDI providers

Spun off from bug 1691562.
I would like to see an optional field on providers for PO Name Max Characters (wording tbd).
If the provider selected was EDI enabled, when creating the PO via Acquisitions>Create Purchase Order or changing the name when inside the PO, in addition to the dupe checking it already does it would check if there's a value in that field and alert/not complete if the name exceeds that number of characters.
I've polled 5 vendors in the past couple of days for what their character length is, and it ranges from 13-25. So it would need to be customizable per provider.

I wonder if the maximum PO name length belongs on the EDI attribute set in addition to or instead of the provider record.
Pro: having it be part of the attribute set means that it can be distributed in the seed data, since presumably the maximum length does not vary for a given provider and probably rarely changes
Con: would be more work as opposed to just adding a field to acq.provider, as the EDI attribute set mechanism would need to be taught that attributes are not just flags, but can have values
