Bug Description

[Impact]
This change reflects the creation and initialization of a new kernel, linux-nvidia-tegra-igx. This kernel will be initialized with the patches already in linux-nvidia-tegra, and be maintained as a sibling to linux-nvidia-tegra. A patch list containing patches required to enable the IGX platform has been provided by NVIDIA, and these patches have been integrated into the new kernel.

The following patches are contained in the NVIDIA-provided list, but need backporting to v5.15.
