Bug Description

Ubuntu 22.04.2 LTS
I enable Settings-Accessibility-Pointing and Clicking-Mouse Keys. This has to be enabled every time I boot up. This should persist. Previous Ubuntu versions retained this setting.

Further to comment #2, moving to gnome-settings-daemon. Possibly not the correct package but Ubuntu's Desktop Team will be made aware of the issue.

$ gsettings get org.gnome.desktop.a11y.keyboard mousekeys-enable

Restart mousekeys enabled but not working

gsettings get org.gnome.desktop.a11y.keyboard mousekeys-enable
true

Clear then enable mousekeys in settings now working

gsettings get org.gnome.desktop.a11y.keyboard mousekeys-enable
true

Occurs at every restart

I only use mousekeys but I have tried enabling Screen Keyboard which works
as expected!
