Bug Description

The current netplan configuration that specifies Network Manager as the renderer comes from a livecd-rootfs hack and results in an "unowned" file in /etc/netplan/01-use-network-manager.yaml. It was decided at the engineering sprint to migrate this to /lib/netplan (with a slightly tweaked filename starting 00- for precedence) owned by ubuntu-settings which will ease maintenance (and image builds) in future.

Per discussions in the appropriate PR for Calamares[1], this should be done in network-manager itself.

The appeal is more custom approaches. Downstreams and vendors of Ubuntu.
