Bug Description
[ Impact ]
For two reasons any attempt to launch the Preferences menu results in a crash. Both issues have been addressed in the proposed upload.
[ Test Plan ]
On an updated Ubuntu 22.04 respective 23.04:
* Install ibus-pinyin from {jammy,
* Log out and log in again
* Go to Settings -> Keyboard and add "Chinese (Pinyin)"
* Find that you successfully can open Preferences
[ Where problems could occur ]
The fixes are standard python3 fixes, and should have been done long ago. Can't see any risk for adverse side effects.
