This is intentional, version 2.7-9ubuntu1 had issues which have been corrected in 2.7.9-ubuntu2. To not break systems with the buggy glibc, this package has been blocked for download. For further information, please refer to Bug #201673.

After searching some mirrors I found a packet named "libc6-amd64_2.7-9ubuntu1_i386.deb" instead of "libc6-i386_2.7-9ubuntu1_amd64.deb" (see: http://ftp-stud.hs-esslingen.de/ubuntu/pool/main/g/glibc/). Perhaps there is somewhere a typo because "amd64" and "i386" are changed in the packet name...

As I stated before, the download is prevented because of Bug #201673. Therefore some mirrors (obviously the german one, too) did not even get the buggy package while syncing. And no, this is no typo but a package for another architecture.
