The tepl translations are missing from the Lunar langpacks because the new template wasn't properly set up on launchpad

* Test case
Using a !english locale with translations available in tepl upstream (french for example), edit a file in gedit, change it from outside gedit. The editor view displays a banner telling you that the file changed and asking you if you want to reload. The banner and actions should be translated
* What could go wrong
The change is basically telling pkgbinarymangler to let the translations be included in the deb, if the package builds it shouldn't have an impact other than including the translations.
If a translation was buggy it could potentially create issues on the software or confusion for the user but that isn't likely.

* debian/control.in: Use-Langpack: yes', the template name changed and the
- remove 'X-Ubuntu-
one wasn't accepted on launchpad so the translations are missing from
the langpacks, we aren't going to get a respin of those for lunar so
go back to have the translations included in the deb. Resolve the
issue when some strings in gedit show untranslated (lp: #2016923)
