Bug Description
The previous fix the ubiquity live session wallpaper and theming had no effect, as there was no :ubuntu user. The user for the live session is 'ubuntu-cinnamon'.
The best fix is to do what Xubuntu did and not have a user-restricted override, so no matter what the live session user is, the theme will take place.
Whether this works or not, this will be *THE LAST* upload for the lunar cycle.

The :ubuntu in the gsettings override is not limited the override to a user named "ubuntu". It is limiting it to a desktop session with "ubuntu" in the name.
For instance, this is what the default Ubuntu desktop has:
$ echo $XDG_CURRENT_ DESKTOP
ubuntu:GNOME
The override you are seeing was copied from ubuntu-settings, where it was desired to change the default Ubuntu wallpaper for the Ubuntu session but not for the vanilla GNOME session (which identifies only as "GNOME").
