[hardy][regression] Open With properties unable to change default

Bug Description

Binary package hint: nautilus

Steps to reproduce:

 * Right click on any file
 * Choose Properties
 * Go to the "Open With" tab
 * If there are not already multiple applications, Add some (any will do)
 * Try to change the default app

It will not work.
(FWIW, a similar, Invalid report from a couple of years ago on Launchpad was related to root owning ~/.local/ - this is tested on a 2 day old install of Hardy Alpha 6 which has all of ~ owned by me).

Also reproduced on another machine which was upgraded from gutsy.

Confirming since, as mentioned, this has been reproduced on another machine.
Not sure what to do with Importance, but this is definitely a regression - testing it on a fresh Gutsy install works fine.

I don't know if it's worth to open another bug report: as of now, under Hardy Heron, Nautilus exhibits a strange behaviour. Just use the "open with" feature to open a file type (.jpeg, .avi or whatever else), which already has a default app, with an application not yet listed in the menu: you select the program from the list and everything works right, but then the new application becomes the default.
I don't know if it's a regression - in all previous Ubuntus the new app didn't become the default - or if it's meant to work this way from now on, in which case I think it's not a good idea.
