Bug Description

Expected: a dictionary containing ['message': 'undeclared name: diagnostics_test']
     but: value for 'message' was 'undefined: diagnostics_test'

It's because go1.20 changes diagnostics message.

Patch has been forwarded to https://github.com/ycm-core/ycmd/pull/1686
