Please remove and sync blocklist telegram-desktop from the archive

Bug Description

This package automatically transitions users to a snap maintained by a third party without prompting. This is different to the situation with the firefox, chromium and lxd snaps for example. See the thread linked below for details.

Please therefore remove this package from the archive and sync blocklist it as it is considered damaging to users in both its present and previous state.

Should we remove it or turn it into an empty deb so users upgrading don't keep an old buggy and unmaintained version installed on their system?

We should remove it. The way to handle obsolete packages is not package-by-package. Both 'pro security-status' and ubuntu-release-upgrader provide better central mechanisms for informing users of obsolete packages and facilitating their removal.
