FF Exception, new upstrea version of Espeak.

Binary package hint: espeak

I would like to request an exception to upload a new upstream version of Espeak, version 1.36, http://espeak.sourceforge.net.

Bug fixing, and spoken language improvements, as well as support for more languages is the reason for this update. As you can see in the changelog, a lot of work has been done to improve pronounciation of particular characters, words, and phrases, for several languages.
