What is expected to happen: upgrade packages via apt-get upgrade.

What happened instead: packages not upgrading, with a message saying "the following packages have been kept back: ubuntu-wallpapers ubuntu-wallpapers-kinetic. apt-get install ubuntu-wallpapers ubuntu-wallpapers-kinetic or other workarounds don't work as well.

Status changed to 'Fix Released' because the packages now can be updated with the Software Updater tool.

This was never an 'xorg' (display server) bug but probably
a result of a policy change relating to stable release updates:

the issue as such updates are now 'rolled out' to users gradually
provided there are no adverse update reports.
