Thank you for taking the time to report this bug and helping to make Ubuntu better. This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. You can learn more about finding the right package at [WWW] https://wiki.ubuntu.com/Bugs/FindRightPackage . I have classified this bug as a bug in gnome-system-tools.

I don't think time-admin has it's own database for the time zones. I'd say it takes the data from tzdata, so I'm reassigning to it.

Please let me know if I'm wrong.

What dialog do you use? If that's the clock applet there is several similar bugs about it already

I am not sure what you mean by "What Dialog".

#199582 : This bug seems to me doing some manually setting that I am not
doing with this bug. So not sure if it is the same. Mine is purely using the
preset locations like Stillwater or Wichita I am getting the wrong time
zones.

#185190 : Couldn't find this on launchpad.
