Can cython be updated (from Debian) to 0.29.32?

Bug Description

(I'm not the cython maintainer, so this isn't an immediate sync request.)

Debian has cython 0.29.32, but Ubuntu is still on 0.29.30.

pandas 1.5 (in Debian experimental) requires at least cython 0.29.32, which they say is to avoid some bugs:
