Enabling Pro on non-LTS releases is confusing

[ Impact ]
The output of `pro status` on non-LTS releases was confusing. It didn't clearly describe that no services are available.

The fix is to show a message when there are no available services for a machine.

[ Test Plan ]
To reproduce:
- attach a non-lts machine
- run `pro status`
- see the confusing output

To see the fix (once it's available)
- attach a non-lts machine
- run `pro status`
- see the message: "No Ubuntu Pro services are available to this system."

This is covered by an automated test in the pro-client test suite, defined here: https://github.com/canonical/ubuntu-pro-client/blob/28.1/features/attach_validtoken.feature#L8

[ Where problems could occur ]
This change touches the `status` command, which is widely used. If something goes wrong, it could break `pro status` in some circumstances.

Or, if users were relying on the previous version of the output in some way, then they will be disappointed. Note: the pro-client team does not consider the human-readable output of `pro status` to be stable and we discourage people from relying on it. In the future it will change even more.

Notice that the message doesn't say that there are no Pro services on non-LTS releases. That is because of two things:
1. There may be Pro services available on non-lts releases in the future
2. There are situations where no services are available on LTS release (e.g. on ppc64el machines)

I'm currently in Kinetic (22.10) and used my private free token to enable pro with:

$ sudo pro attach MYTOKEN

I tested the version of ubuntu-advantage-tools in -proposed and it successfully passes the Test Plan described. Logs are attached.

For LTS releases, the logs show that there is no regression in status output.
For non-LTS releases, the logs show the test steps passing.

I verified the test results and am satisfied that they show the executed planned test case, and that the results are correct.

The package built correctly in all architectures and Ubuntu releases it was meant for.

There are no DEP8 regressions, or they were fixed.

There is no SRU freeze ongoing at the moment.

There is no halted phasing on a previous update.

There appears to be an agreed upon date for this release, though, so I'm not releasing it just yet, and I ask SRU team members who come across this to not release it yet.
