The libodbcinstq1 package needs to go through the C++ transition and be
renamed to libodbcinstq1c2; however, there are currently no packages in
Debian which use libodbcinstq1 except for unixodbc-bin, and transitioning
unixodbc at this point will cause the PHP and KDE transitions to be tangled
together, so unixodbc should not be reuploaded for the transition until
either a) the current versions of PHP and unixodbc have transitioned into
testing, or b) it becomes clear that KDE will be ready to transition before
PHP will, at which point this bug becomes a blocker for the Qt/KDE
transition.
NMUers, please do not upload unixodbc without checking with me first.

At the moment unixodbc-dev is uninstallable in unstable, and this make
it impossible to compile mapserver in unstable. mapserver
build-depend on unixodbc-dev, and it is uninstallable because it
depends on libodbcinstq1, which in turn depend on libqt3c102-mt. And
libqt3c102-mt do not exist in unstable.
I didn't quite understand how a new upload of unixodbc would affect
the PHP and KDE transition, but thought it best to document that there
are other packages using libodbcinstq1 than unixodbc-bin.
The gdal problem affects mapserver, thuban and qgis, and probably
other packages, all of which need to move to the new C++ ABI.

Yes. I am painfully aware of this. The problem is that mapserver
need libgdal1-dev to build, and this depend on unixodbc-dev, which is
currently uninstallable in unstable because of bug #323358. So I can
not rebuild mapserver in unstable, and am thus unable to fix it. :(
This problem is blocking the rebuild of several GIS tools at the
moment.
