support for same series backports versioning numbers

Bug Description
packaging support for sameport versioning numbers
Allow generating kernel packages, that use backports mechanism within the same series. For example linux-lowlatancy linux-riscv.
Those kernels already have customized packaging to achieve the above, this is introducing standard support for this in the main kernels for jammy and kinetic series.
