Filter Effects not working in Windows XP

Bug Description

I am using the 5 Mar Dev version and while applying the effects as described in this mini tutorial (a simple drop shadow) http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Filters-Example-DropShadow.html nothing happens to the object. I have closed and reopened and still nothing happens. Here is an example document.

Please recheck, that you're doing step four just like in the tutorial.
The Merge should be connected to both Offset and Source Graphic.

As it stands, the filter defined in your example file creates a drop
shadow, discards it and uses the original Source Graphic as output
image. If the Merge does show up as being connected to Offset, there's
a nasty problem with the GUI.
