In the default speech-dispatcher configuration no voices are listed while some are installed. Voices are needed for speechsynthesis to work in webbrowser as described on bug #1987979

* Test case

$ spd-say -L

should list voices

the fix is also part of making speech-dispatcher work with firefox but more fixes are needed for the feature to work in the snap

* Regression potential

The wrong voices could be selected, check that spd-say respects the selected voice and language.

Accepted speech-dispatcher into jammy-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/speech-dispatcher/0.11.1-1ubuntu2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

As much as I can say:
 - I had the bug (hence sebastian filing this)
 - I am on proposed
 - 0.11.1-1ubuntu2 is installed (I apt purge'd it and reinstalled)
 - I cannot reproduce anymore, neither in `spd-say -L` nor in Firefox.

Looks like the backport works.
