Remove packages broken by GNOME 43 libsoup3 transition

Please remove these packages that are broken by the pending GNOME 43 major library transition switching to libsoup3

librest rdepends

We don't want to keep 2 versions of librest around
There are snap versions of all of these apps available.
- cawbird - never made it to Debian Testing. https://github.com/IBBoard/cawbird/issues/464
- feedreader - abandoned upstream, alternative apps exist
- gnome-recipes - always "intended" to be a Flatpak app so not a high priority to be ported

libgovirt has no reverse dependencies currently but maybe it will come back for use by virt-viewer. Let's demote to kinetic-proposed so that it doesn't need to block these transitions for something currently unused.
