[22.10 FEAT] Update libica(4) to latest bug fix version 4.0.3

Update libica for kinetic to it's latest upstream version 4.0.3 (jammy is on 4.0.1):

It incl. various fixes and patches, mainly around openssl 3.0:

The update looks pretty straight forward, no ABI/API breakages.
Symbols file got only slightly extended.

A test package was build in PPA:

The testsuite is executed as part of the package build:

and the results are like expected:

Test build of the reverse dependencies where added to ppa:fheimes/lp1986437.

This new libica 4.0.3 needs to be updated with the new openssl-ibmca 2.3.0-0ubuntu1 (LP#1959763) at the same time.
