Wishlist: Refresh Patron Penalties Seamlessly

Bug 1823225 restored the ability for staff users to force recalculation of patron penalties in the web client.

Recalculating penalties is necessary when changes are made to Group Penalty Thresholds. If penalties on a patron record are removed or archived, they need to be regenerated if the conditions causing the penalties still exist. It would be ideal if this could happen when the patron is retrieved, or by some other automatic process via the client.

Modifying open-ils.actor.user.fleshed.retrieve to also recalculate penalties was mentioned as a possibility, but there may be better options.
