I'm using Ubuntu 16.04 on my HP laptop. My screen is horizontally divided into two parts. The upper part is fine but the lower part is flickering. This is not a hardware issue because sometimes I don't see any issues.

Ubuntu 16.04 (xenial) reached end-of-standard-support on April 29, 2021.

See this document for currently supported Ubuntu releases:

We appreciate that this bug may be old and you might not be interested in discussing it any more. But if you are then please upgrade to the latest Ubuntu version and re-test. If you then find the bug is still present in the newer Ubuntu version, please add a comment here telling us which new version it is in.

You've reported a Xorg issue on code that hasn't changed since Fri, 04 Mar 2016 16:53:04 +0200. I've marked this bug as incomplete. You can try support, but with 16.04 in ESM, support options are fewer. If you believe I'm in error, you can leave a comment outlining why & change the status back to 'New'.

Sounds similar to an issue that people with HP AIO desktop displays reported in the past. That one was a hardware flaw/quirk and to get it working properly the owners had to change between UEFI and legacy BIOS modes. Doing so likely also requires reinstalling Ubuntu.
