Update gnome-desktop to 42.4

Impact

The only thing this update does is update the GNOME version number shown in the GNOME Settings > About dialog from 42.2 to 42.4

That's desired because in general we are running 42.4.

Test Case
---------
Install the updated packages
Open the Settings app.
Scroll down in the left sidebar and click About
The GNOME Version should be 42.3

Because this is part of core GNOME, it falls under the
https://wiki.ubuntu.com/StableReleaseUpdates/GNOME

Other Info
----------
Trivial updates were made to debian/gbp.conf and debian/watch to enable `gbp import-orig --uscan` to keep working correctly.

GNOME 43 will use gnome-shell to display the version number so that's one less SRU required for future Ubuntu releases.

Accepted gnome-desktop into jammy-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/gnome-desktop/42.4-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-jammy to verification-done-jammy. I verified that the About page of the Setting application showed the
GNOME version to be 42.2.

After enabling -proposed I updated gnome-desktop and its associated
packages to version 42.4-0ubuntu1. The GNOME version now shows as
version 42.4 on the About page.
