[FFe] Merge Cacti 1.2.19

The changes from cacti 1.2.17 to 1.2.19 primarily focus on bug fixes,
refactoring, and updating to newer versions of dependencies, however there are also feature changes mixed in. In particular, this includes changes to address issues when running under PHP 8.x, and several security fixes. This is believed to resolve LP: #1958298 (although not independently confirmed yet.)

Merging this new release picks up all these fixes, and gets us back
closer to being in sync with Debian.

This is a leaf package, in other words there are no other packages
dependent on it, so if there was an unknown regression in cacti it would
be localized to only affect it. On the other hand, the issues running
with PHP 8.x without this update would carry known regressions. Thus,
it seems more sensible to include this, than not.
