Bug Description

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
- 21.10

2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in Software Center

tracker-miner-fs:
  Installed: 3.1.3-1
  Candidate: 3.1.3-1

3) What you expected to happen
- Ubuntu indexes the files in the background at a very low priority.

4) What happened instead
- Ubuntu grinds to a halt and the CPU usage is off the chart right after I boot up when search indexing is enabled. When checking the "System Monitor" it is always "tracker-miner-fs-3" consuming all of the resources.

I have been having problems with tracker-miner since 20.04 LTS and so I upgraded to 21.10 and I'm still having problems with search indexing bringing my system to its knees and making Ubuntu clunky and unusable.

I have attached a photo of my system specifications.

The only fix I have found is to completely disable search indexing:

Settings > Search > Turn Off Search Indexing.

After doing this, my system is running perfectly again with low CPU usage!

My system had some CPU throttling issues causing Ubuntu to lag, everything is fast again now. I have set this to invalid for now. I think something else is going on with my system.

My CPU was limited to 500Mhz max causing the whole system to run super slow.

The problem was when I switch on the AC power to my laptop at the wrong time during bootup, the CPU is limited to 500Mhz. I have to do it in the right order - switch on power supply first, then switch on laptop.

I've seen the same happen with SSD speeds. If you boot on battery then the SSD is put into a slower low power mode. It's only set to maximum speed if booted with the AC connected.

I see that makes sense. In my case if I boot up on battery, the CPU runs full speed. If I boot up on AC the CPU runs full speed. But if I turn the AC power supply on at a specific time during boot up, it will run at a slower CPU speed! I have to turn the AC power off and then on again and then it runs at full CPU speed.
