Merge 0.9.1 from Debian (experimental) for Jammy

While still in Debian experimental

It is released upstream quite a while ago (9 months):

For Jammy it would be nice if we could have 0.9.1

Out Delta is a fix for bug 1950941 which isn't in 0.9.1 upstream, but in the main branch.
So we can't make this a sync from experimental just yet.

Maybe start by asking Gert if there are reasons to hold it back in experimental and/or if it might be time to tag 0.9.2 or 0.10.

Taking this. This cannot be a sync yet as the bug isn't fixed in 0.9.1 yet. So this still needs to be done. Only rev-dep is src:qemu so will TAL.
