When all images are closed down, not clear no image exists (regression)

Bug Description

I have downloaded latest Pinta development from https://github.com/PintaProject/Pinta/actions/runs/1635361515 and I see bug 1909674 that is fixed, but there is still a problem with background colour if no images exists.

1. New image, make image resolution small enough. There is now clear distinction where is canvas and where is out of canvas area. With bug 1909674 fix, it is now clear (grey colour) what is out of canvas area.
2. Close down all images and problem appears. I expect if no images are displayed that the canvas is in grey colour. That is at least that is behaviour in Pinta 1.7.1, so it is regression in development version.
