Please drop php-wmerrors from ubuntu jammy

Bug Description

This package does not build with php8.1 due to use of deprecated function calls.

php-wmerrors is part of the mediawiki ecosystem, yet does not appear to actually be required by mediawiki, and in fact nothing appears to depend on it in jammy:

$ apt-cache rdepends php-wmerrors
php-wmerrors
Reverse Depends:

Unfortunately, upstream does not appear to be particularly active (there have been no git changes upstream since what's in 2.0.0~git20190628.183ef7d). I think we should drop the package for now. If Debian or upstream update it to work with php8.1 we can consider it then.
