Fail to detect key length with OpenSSL 3

Bug Description

As seen in the autopkgtest, make-ssl-cert output a warning "WARNING: Cannot determine RSA key length" which breaks the tests.

This patch solves the issue. Its autopkgtests have been run both against OpenSSL 1.1 and 3.0, and it has been forwarded to Debian at https://salsa.debian.org/apache-team/ssl-cert/-/merge_requests/3

This needed "update-maintainer" (see https://wiki.ubuntu.com/DebianMaintainerField) but otherwise looks fine. Thanks!
