Re-enable CONFIG_PINCTRL_ELKHARTLAKE

We have test BIOS now for supporting pinctrl. From what we learnt, ODMs also got the BIOS fix, it's now time to re-enable this kernel config.

[Impact]
Without this fix, pinctrl functionality will be missing.

[Test plan]
1. Make sure the computer has a BIOS that supports pinctrl for EHL
2. Before installing the new kernel, GPIO should not work
3. Install the new kernel, and confirm GPIO works

[Where problems could occur]
If the computer does not have a BIOS that support pinctrl, you will get an error like "kernel NULL pointer dereference in intel_pinctrl_get_soc_data" during system boot.

This bug is awaiting verification that the linux-intel-5.13/5.13.0-1008.8 kernel in -proposed solves the problem. Please test the kernel and update this bug with the results. If the problem is solved, change the tag 'verification-needed-focal' to 'verification-done-focal'. If the problem still exists, change the tag 'verification-needed-focal' to 'verification-failed-focal'.

If verification is not done by 5 working days from today, this fix will be dropped from the source code, and this bug will be closed.
