add model-config option to set --wait on all actions

It would be nice if there were a model-config option to choose whether to automatically use the --wait flag on all actions run. That way the operator doesn't have to continually add it each time.

In Juju 3.0 the design of interactions w/ actions has been changed so that
they wait by default. I don't think we would intend to change the
interaction in 2.9.
